About the Rural Municipality

History of the Tort-Kol Rural Municipality

The Tort-Kol Rural Municipality is one of the developing local self-government entities of Uzgen District in Osh Region. The municipality was established as part of the administrative-territorial reform implemented in the Kyrgyz Republic to improve local governance and enhance the quality of public services provided to residents.

Formation of the Rural Municipality

The history of the Tort-Kol Rural Municipality is closely connected with the administrative-territorial reform carried out in the Kyrgyz Republic. In accordance with the Decree of the President of the Kyrgyz Republic dated December 29, 2023, a pilot administrative-territorial reform was launched at the level of rural municipalities and cities to improve the efficiency of local government institutions.

As part of this reform, the former Jylaldy Rural Administration and Tort-Kol Rural Administration were merged into a single administrative unit known as the Tort-Kol Rural Municipality. This integration created a more effective governance structure and laid the foundation for comprehensive territorial development.

Official Establishment

The Tort-Kol Rural Municipality Administration officially began its activities in March 2024. As the legal successor to the previously existing local self-government bodies, the new municipality assumed responsibility for addressing local issues, providing public services, and implementing development programs throughout the territory.

Since its establishment, the municipality has focused on strengthening administrative capacity, improving public services, supporting community initiatives, and ensuring sustainable local development.

Historical Development of the Territory

The settlements that form the Tort-Kol Rural Municipality have a long history and rich traditions rooted in agriculture and rural livelihoods. For many decades, farming, livestock breeding, horticulture, and agricultural production have served as the primary economic activities of local residents.

Fertile lands, favorable natural conditions, and the dedication of local communities have contributed significantly to the development of the territory, making it an important agricultural area within Uzgen District.

Community Unity and Cooperation

The creation of a unified rural municipality strengthened cooperation among the constituent villages and enabled more coordinated efforts in social, economic, and infrastructure development.
