The State Agency for Civil Service and Local Self-Government Affairs under the Cabinet of Ministers of the Kyrgyz Republic announces an open competition for the formation of a personnel reserve for junior administrative positions in the state and municipal service.

Requirements for State Civil Service Positions
Applicants must meet the following requirements:
• Be a citizen of the Kyrgyz Republic;
• Be at least 21 years old;
• Hold a higher education degree;
• Have an intermediate level of proficiency in the Kyrgyz language;
• Possess digital skills and competencies.
Requirements for Municipal Service Positions
Applicants must meet the following requirements:
• Be at least 18 years old;
• Hold a higher or secondary vocational education qualification;
• Have an intermediate level of proficiency in the Kyrgyz language;
• Possess digital skills and competencies.
How to Join the Personnel Reserve
Applications must be submitted electronically through the E-Kyzmat State Portal. Candidates are required to create and register a personal account on the portal before submitting their documents.
Selection Process
The competitive selection process consists of three stages:
- Submission and review of application documents;
- Computer-based testing on regulatory and legal acts;
- Interview conducted either online or in person.
Candidates who successfully complete all stages will be included in the personnel reserve for a period of three years.
Appointments to vacant positions will be made through a merit-based ranking system.
